Why replacement is a community question and repair is not

Repairing an existing unit in place changes nothing that anyone else can see, so it raises no question with the community at all. Replacing one does, because the moment equipment comes off a communal elevation, whatever rules the community has adopted since it was first installed start to apply to putting anything back.

Many blocks along this coast have tightened their statutes over the last decade, often after a period when condensers appeared on front elevations without much order. Units fitted before those rules are generally tolerated where they are; a new unit is a new installation, and it can be required to go somewhere else entirely.

That matters technically, not just administratively.
