The legal position here is the same as anywhere in Spain: you may install a charging point in your own space and you notify the community in writing beforehand rather than asking permission. What is different in this district is the practical reality that a large share of the owners are not resident, which changes how the process actually runs.
The first consequence is timing. Juntas happen when non-resident owners can attend, decisions about communal infrastructure move slowly, and an owner who wants a point installed in April may be waiting on a meeting scheduled for August. Because notification does not depend on a meeting, this is a good reason not to wait for one.
The second consequence is metering, and it matters more here than almost anywhere. When the owner of a space is in another country for nine months, an informal arrangement to settle the electricity with the administrator is fragile: people change, records are lost, and the consumption of a car charging all winter is not trivial. A dedicated meter or an individual supply removes the question permanently.
The third is future-proofing. These garages are large, often with a hundred spaces or more, and the second wave of installations is already happening. Running containment that can carry more circuits later costs very little at the time and saves the community from a garage ceiling covered in unrelated cable runs installed one at a time.
