In these blocks the meters are centralised in a room at ground level, and the boundary of your responsibility sits at your meter. Everything from there to your consumer unit — the individual supply cable running up through the building — is yours. The room itself, its enclosure and the communal supply are the community's.

That boundary matters more than people realise, because a surprising share of what looks like a flat-level fault is not.
