Villajoyosa is the northern limit of our area, with urbanisations climbing the slopes behind the town.

Their pools are generally communal, on sloping ground, serving properties with different owners.

Shared pools, shared ground, unclear responsibility

A communal pool on a hillside urbanisation has an installation that crosses ground nobody individually owns: a plant room somewhere below the pool, supply running from a communal meter, lighting around a terrace, and often a route that passes close to or across private plots on its way.

Responsibility for that installation sits with the community, but the practical division of labour rarely reflects it. A pool maintenance contract covers water treatment, filtration and cleaning; a gardener maintains the surroundings; and the electrical installation belongs to neither of them. It is not neglected deliberately — it simply falls between two contracts that each reasonably assume the other has it.

The consequence on sloping ground is that the things that need periodic attention here are exactly the things nobody has been asked to look at. Chambers that fill with runoff after autumn storms. An enclosure on the downhill side of a plant room. Bonding connections that have never been tested because testing them is not in anyone's scope.

The fix is administrative rather than technical: someone has to own it. For a community, that means an annual electrical check of the pool installation written into the calendar as its own item rather than assumed to be inside the pool contract. It is an hour of work, and it covers the one measure — bonding continuity — that has no symptoms and no substitute.
