That changes who is responsible for the one thing that keeps it safe.

Bonding in a communal installation, and who owns it

Equipotential bonding ties all the metal around a pool to the same electrical potential, so a fault cannot produce a difference across a wet body. It is the measure that protects people who are barefoot, wet and touching a metal ladder, and it is the single most important thing in any pool installation.

It is also completely invisible. There is no symptom when it fails, no light that comes on, and no effect on how anything works. A pool with a corroded bonding conductor operates exactly like one with an intact conductor, right up until the moment it matters.

In a private garden the owner is responsible and generally knows it. In a communal installation, responsibility sits with the community, and in practice that often means nobody has ever tested it. Pool maintenance contracts here typically cover water chemistry, filtration and cleaning; they very rarely cover an electrical test of the bonding, and the two get confused because both are "the pool people".

The check is a continuity measurement across the ladder, handrails, pump, pipework and any reachable metalwork. It takes minutes and it produces a number rather than an opinion. If you are on a community committee here, it is worth asking when it was last done — in our experience the honest answer is frequently that nobody knows.
