What documentation already exists, and why it matters

Every apartment block has a paper trail: the original installation documentation, records held by the administrator, and whatever was lodged when communal work was last carried out. In a city with this much 1960s and 1970s stock, that trail is patchy but rarely empty.

It matters because it tells you what the installation was designed to be, which is the reference point for judging what it is now. Knowing the original electrification level, the circuit schedule and what has been formally altered since turns an inspection from a discovery exercise into a comparison, and comparisons are faster.

It also matters for the boundary. In a block, the individual supply from the meter room to your flat is yours while the room and the communal supply are not, and where the documentation sits determines who has to produce what. We have seen certificates delayed for weeks because nobody established early on which side of the meter a problem sat.

The practical advice is short: before anything else, ask your administrator what they hold for the building. It costs an email, and on a good day it removes half the unknowns from the inspection.
